2006 is disheartening but for whom? Maybe the number of Iraqis killed is a crisis for the USA and not for the Iraqis themselves?

Military spokesman Maj Gen William Caldwell said there had been a "disheartening" 22% rise in attacks in Baghdad since the end of last month.  Who is disheartened and why?  Is it really a crisis when the Iraqi government tells the USA one thing yet does not take action?  A disheartening rise in attacks but maybe the number is still too low for the Iraqis?  Way too high for the USA but still not a crisis for the Iraqis?
