In the mind of our generals, what is the steady state? War? Or peace? The quote leads some to think that our modern day generals are more of the mind of Napoleon's admirals and less of Nelson's.
A very troubling situation which needs to be understood. Nelson's navy spent most of it's time at sea and was in a steady state any where in the world. Of the generals now running the modern US Army, National Guard and Reserves, how many think the steady state is in the motor pool? Or as Napoleon complained of his admirals, in port.
