All barrier work should have been completed first, early in 2003 and 2004 immediately after the start of the car-bomb war, as part of an effective counterinsurgency. Is this the best we can do?

---

Relearning lessons learned.  Hesco barriers, filled with dirt, were widely deployed starting in early 2007.  The car-bomb war started in August 2003.  Why were four star generals relearning lessons learned yet again in the middle of a bloody, vicious, shooting war?  How can this be when the U.S. Government spends a fortune educating the American officer elite?  How is it possible 2003, 2004, 2005, 2006 and 2007 were wasted?  --- http://stripes.com/article.asp?section=104&article=41931
