Number one: The world is round.  When a terrorist in Carjackistan makes cell phone calls to terrorists in Great Britain and Krablackistan, computers looking for the shortest distance sometimes route the calls through the USA.  Hopefully, the CIA listens.  Democrats argue that listening to anything in the USA is “spying on Americans.”  Number two: Every phone call is not entitled to Fourth Amendment protections.  Just because a call is routed through the USA, the phone call is not entitled to Fourth Amendment protections.  Democrats want Fourth Amendment protections (remember your civics class – “rigorous probable cause”) applied to the citizens of Carjackistan while these Carjackis are physically in Carjackistan chatting with their jihaddi buddies in Krablackistan and Great Britain.  Bottom-line: democrats are using the wars against these jihaddi loons to win elections here in the USA, not to defeat America’s enemies.  FISA is that simple and the Democrats are that crazy about regaining political power at all costs.
