Average Iraqis have fully turned against the insurgents. 

The Iraq war is now in the slow grind and last phase of the War of the Flea.  Rumsfeld was off by only fifteen years.  Five more years to grind down the remaining holdouts.

According to the New York Times:

“I think that things will be better in future because security tastes like honey.  If people taste it, they can get addicted to it, and it will be difficult for those armed groups to come back because people will refuse to allow them,” Ms. Hanna Kathem said in AL-MURADIYYA, Iraq.
